Vermont became the 8th state to prohibit the retail sale of dogs, cats, and wolf-hybrids by a pet shop unless the store “lawfully offered animals for sale prior to July 1, 2024.”

Connecticut became the 47th state to ban dog racing tracks within its borders (although allows an off-track betting facility to conduct wagering on out-of-state dog racing events).
The USDA’s Animal and Plant Health Inspection Service (APHIS) finalized a rule to strengthen the outdated Horse Protection Act and help put an end to the cruel practice of “soring” horses (to make the forelegs sore) at shows for Tennessee Walking horses and other gaited breeds.
The new regulations eliminate industry self-policing, ban certain devices, substances, implements, and practices used to sore horses, revise the assessment of “visible dermatological changes indicative of soring,” and amend recordkeeping and reporting requirements. All sections of the final rule become effective February 1, 2025.
