Please join the GA Pet Coalition in expressing our deep appreciation to State Representative Beth Camp and her cosponsors for successfully leading the effort to pass HB 331 in the state House and Senate.
Because of their compassionate and strong leadership, all Georgia cities and counties will now have the means to shut down illicit pet sales in unregulated transient and outdoor locations.

Dear Representative Camp, Senator Lee, and Co-Sponsor Representatives Gullett, Hagan, Cameron, New, and Cooper:
We, the undersigned, extend our profound gratitude for your sponsorship of HB 331, the statewide policy to prohibit the illicit sales of dogs, cats, and domestic rabbits in unregulated transient and outdoor locations. A special note of thanks is given to Representative Gullett for sponsoring an earlier version of the bill in the 2023-24 legislative cycle.
The singular motive behind these sales is profit, without any regard to animal welfare standards for breeding and husbandry. The financial impact of reckless breeding has been passed onto consumers, taxpayers, and nonprofits for far too long. Because of your efforts, all Georgia cities and counties will now have the means to shut down unscrupulous pet sales and spare thousands of animals a cruel existence.
HB 331 is one measure of a multi-prong approach needed to reverse Georgia’s dire shelter statistics in which approximately 33,000 dogs and cats did not have live outcomes in 2024. Thank you for adding a major building block to the overall strategy!
